Waubonsee is pleased to announce that Dr. Toya Webb will serve as the college’s Chief of Staff/Vice President of Strategy, as the board officially approved her appointment at their March 20 meeting. 

Dr. Webb was selected as the final candidate after on-campus interviews were conducted with three finalist candidates, which included an open forum for employees to provide feedback.

Jasmine Guy
Principal Consultant, Guydelines Consulting Group

Jasmine E. Guy (she/her) is a compassionate, inclusive, and strategic change agent with over two decades of experience across higher education, professional services, and local government. With a strong background in human resources and a focus on diversity, equity, inclusion, and belonging (DEIB), she has demonstrated leadership skills in talent management, community engagement, and organizational transformation. Through innovative and impactful initiatives, she aligns organizational vision, goals, and values to foster inclusive workplace climates where individuals of all identities and abilities can thrive and engage. She has a proven track record of driving transformative change within organizations, fostering inclusive environments, and promoting diversity and accessibility.

Jasmine's leadership roles, including her founding Guydelines Consulting Group LLC, tenure as Vice President of Diversity, Equity, and Inclusion at CCS Fundraising, Director of Diversity, Equity, and Inclusion at Major, Lindsey & Africa, Diversity and Inclusion Specialist at Foley & Lardner LLP, Assistant Business Operations Manager/Human Resources Manager at Ivy League Tutoring, and the Special Assistant to the Associate Vice President of Human Resources at the University of Chicago have equipped her with the strategic vision and operational understanding needed to lead impactful initiatives and drive positive cultural change, and create inclusive environments. She has spearheaded global DEI strategies, developed comprehensive HR policies, procedures, and programs, and facilitated numerous training programs on DEIB, leadership development, and fundraising fundamentals.

As an educator, Jasmine believes in the transformative power of education to inspire, empower, and equip students for lives of significance and service. She is an adjunct human resources management instructor at National Louis University. Her teaching philosophy is grounded in the principles of student-centered learning, diversity, equity, and inclusion, as well as fostering a collaborative and supportive learning environment. Central to her approach is recognizing each student as unique with diverse backgrounds, perspectives, and learning styles. She strives to create an inclusive classroom environment where all students feel valued, respected, and supported academically. By embracing diversity and promoting equity and inclusion, she aims to cultivate a sense of belonging and foster a community where students can thrive intellectually, emotionally, and socially.

Jasmine's commitment to making a difference extends to her involvement in various boards, councils, and mentoring programs, where she leverages her expertise to advocate for marginalized communities and drive meaningful change at both local and national levels. Jasmine serves as President of the National Association of African Americans in Human Resources, Chicago Chapter; Board Chair of the South Side YMCA; Margaret’s Village Board of Directors member; Women’s Board of the Chicago Urban League member; program facilitator at Ladies of Virtue mentoring program, member of the Society of Human Resources Management, Chicago Chapter., member of the Jackson Park Advisory Council, and a member of Delta Sigma Theta Sorority, Inc.

Jasmine Guy has garnered recognition for her outstanding leadership, diversity, and community engagement contributions. She has been honored as one of Illinois's Top 50 Women Leaders, selected for Business Elite’s 40 Under 40 Global Leaders, and Marquis Who’s Who list. Additionally, Jasmine has received accolades such as the Chicago United’s Business Leaders of Color Award, Chicago Scholar’s 35 Under 35 Making a Difference Award, the Chicago Defender’s Women of Excellence Award, and the Margaret Village Sister Margaret Traxler Humanitarian Award. These awards underscore Jasmine's exceptional leadership, commitment to DEI, and dedication to positively impacting her community and beyond.

An alumna of Spelman College and the University of Illinois Urbana-Champaign, she possesses a strong academic foundation complemented by a diverse range of professional certifications and training programs from the University of Chicago, Korn Ferry, and the University of South Florida. Jasmine continues to drive positive change, embodying hope, compassion, and strategic vision.

Marsha Lindsay

With over 25 years of experience, Marsha N. Lindsay has distinguished herself as a forward-thinking executive. Her leadership in diversity, equity, inclusion (DEI), and human resources has guided executives and organizations from various sectors—including higher education, oil and gas, non-profits, and start-ups—towards fostering cultures that champion belonging and accessibility. 

Marsha's rich academic background includes a Master of Liberal Arts from Houston Christian University and a Bachelor of Science in Interdisciplinary Studies from the University of Houston-DT. Presently, she is on the path to earning an EdD in Educational Leadership at Capella University. Her commitment to professional growth is also reflected in earning a Diversity, Equity, Inclusion & Belonging Certificate from the Academy to Innovate HR (AIHR) and a Certified Grants Specialist title from The National Grant Writers Association. 

With over two decades of dedication to DEI, human resources, and talent acquisition, Marsha has spearheaded global recruitment initiatives, promoting cultural competence and intercultural responsiveness within the workplace. Recognized for her innovative recruitment and outreach strategies, she has notably improved the efficiency of recruitment cycles and expanded initiatives to secure and nurture diverse talent. Marsha's vision also led to the creation of a DEI professional development training program with a global reach, assisting employees across more than ten countries in adapting to international assignments. 

Her expertise spans organizational and change management, strategic planning and leadership, financial administration, and succession planning, to name a few. Marsha's proficiency with crucial industry technologies like ADP, iCIMS, Oracle PeopleSoft, and Workday, alongside Microsoft Office, has positioned her at the forefront of innovation in her field. 

As an educational advocate, Marsha underscores the importance of critical thinking, persistence, and creativity in her role. She is dedicated to nurturing environments that ensure the well-being of individuals and advocating for policies and practices that make inclusivity, accessibility, and belonging integral to an organization's culture—moving beyond aspirations to embed these values deeply and authentically. 

Dr. Anthony Ramos
Chief Equity, Diversity, Inclusion & Belonging Officer at Elgin Community College

Dr. Anthony Ramos (he/him) is unapologetically committed to the mission of the community college. He currently serves as the Chief Equity, Diversity, Inclusion & Belonging Officer at Elgin Community College. A focus of his work has been to strengthen the foundations of equity work that had been done at the college and create systems and structures that accelerate innovation and lead to institutionalization of tactics that increase student success and close institutional performance gaps, while increasing the sense of belonging for students and employees. This work is rooted in creating various on-ramps to embracing an equity mindset and serving as internal consultant on various DEI matters. In partnership with Human Resources, Dr. Ramos has imbedded engagement on the relationship between equity, diversity, and student success in various processes including recruitment/hiring, onboarding, and professional development. Lastly, he has contributed to efforts to support ECC’s recognitions as an Aspen Prize Top 25 finalist, the National Diversity Officers in Higher Educations’ Inclusive Excellence Award for Two-Year Colleges, Achieving the Dream Leader College of Distinction, and locally as the recipient of the Elgin Image Award for Excellence in DEI or Building Equity. 

Prior to this he served in leadership roles in academic affairs as an Interim Dean for the Arts, Communication and Hospitality Division, and Assistant Dean for Adjunct Faculty Support at College of DuPage. While at Oakton College, Dr. Ramos provided leadership over academic advising, new student orientation, and various entities including the Achieving the Dream institutional core, data, and initiative teams. He continues to serve as an adjunct faculty member in sociology at Oakton College. 

In local communities, Dr. Ramos has served in various capacities, including, the diversity, equity, and inclusion taskforce for the Village of South Elgin, the Equity Committee of the Elgin Human Services Council, and as a facilitator for the Elgin Area Leadership Academy through the chamber of commerce. Most recently, he has been appointed to fill a vacancy on the Darien 61 Board of Education. At the national level, Anthony serves on the AACC Economic and Workforce Development Commission. In this capacity he advocates for the alignment of equity-based approaches to increase the participation rate of diverse populations in programs leading to careers with family sustaining wages in the local workforce. 

Dr. Ramos holds master’s degrees in Sociology and Higher Education from Loyola University Chicago, and has a Doctor of Education Degree in Educational Leadership from University of the Cumberlands. 

Anthony Ray
Chief Human Resources Officer at Elgin Community College

Anthony has over 34 years of experience in various industries, including nearly 10 years in higher education. He has held positions such as Chief Human Resources Officer, Executive Director of HR, Ombudsman, Title IX Coordinator, IT Director, and Safety Officer. Anthony has a strong background in executive leadership, policy and procedure development, change management and Equity, Diversity and Inclusion. Anthony performed work in areas such as HR, student services, IT, and EDI. He has accomplished several goals that have helped his employers advance by creating and implementing new initiatives. Anthony has a strong educational background, working on a Juris Doctor Candidate degree (2025), and has obtained a Master of Human Resources Management, and a Bachelor of Arts in History. He has reached several honors including UIC Law Review, Dean's list for four straight semesters in law school, and Phi Theta Kappa. He holds certifications as a Professional in Human Resources (PHR), Title IX Coordinator, and Human Capital Strategist (HCS).  

Anthony is married to his wife Nicole for 30 years, has 2 sons (Anthony Jr. and Daniel) and five grandchildren. Anthony loves sports, reading, Playstation 5 (Madden and NBA 2K), superhero and sci-fi movies.  

Jocelyn Santana
Dean of Equity and Inclusion at Minnesota State Community and Technical College

Jocelyn Santana partners with community leaders, nonprofits, organizations, municipalities, human resources, safety departments to aid in developing understanding of societal issues and to develop plans of actions to address harms. She is the recipient of local and national awards recognizing her intentional efforts in creating change within organizations to improve the climate for students, staff, and faculty of historically marginalized identities. 

Currently, Jocelyn serves as a Dean for Equity and Inclusion for Minnesota State Community and Technical College. In her position, Santana leads the institution’s efforts in promoting diversity, equity and inclusion, including culture and climate assessment across all divisions. Jocelyn served since 2016 as Social Justice Education Director at Northern Illinois University Academic, Equity and Inclusion in DeKalb, IL. In her position, she partnered with departments to improve campus climate; developed a five-year strategic plan for social justice education; and created a two-day professional development institute to increase knowledge and skill development for change. She also led the implementation of the Truth Racial Healing Transformation Campus Center. Her strategic approach led to impressive participation in social justice education, increasing engagement from 600 participants to nearly 5600 students and employee participation in cultural competency development. Jocelyn has applied restorative and mediation practices to resolve employee performance concerns on behalf of Human Resources related to Equity, Diversity, Inclusion, and Belonging in the workplace. 

She previously worked for nearly 10 years as Career Resource Center Manager and Career Training Coordinator at the Northern Illinois University Career Services, supporting the university mission to prepare students for career success, with a focus on first- and second-year students. Jocelyn also worked closely with Undocumented Student Resources to remove barriers for undocumented students and internship/career access. Jocelyn coordinated the inaugural Diversity Reverse Career Fair, where student organizations interviewed employers to gain a better understanding of their organizational commitment to successfully onboard diverse candidates into the workplace. 

Santana also served at Waubonsee Community College in Sugar Grove, IL., as Testing Center Assessment Coordinator and Transfer Center Coordinator. She has teaching experience as a University 101/201 instructor at Northern Illinois University and as a high school special education teacher. 

Santana is completing her Doctor of Education degree in Adult and Higher Education with an emphasis in Student Affairs and has earned her Master of Science degree in Adult and Higher Education and her Bachelor of Science degree in Education, all at Northern Illinois University.
