Waubonsee Community College is proud to announce that Dr. Toya Webb, Executive Vice President and Chief of Staff, has been named a 2026 Woman of Power by the Quad County Urban League. Dr. Webb was formally recognized at the Quad County Urban League’s Women’s Empowerment Summit on March 20, 2026, in Naperville.
The "Woman of Power" designation celebrates trailblazing leaders who have made remarkable contributions to uplifting and empowering others through professional excellence and community service.
“It is a privilege to serve at Waubonsee Community College and to contribute to a mission that I value deeply,” said Dr. Webb, a proud community college graduate. “The power of education to transform lives, expand opportunity, and strengthen our communities is how we create lasting change for generations.”
As Executive Vice President and Chief of Staff at Waubonsee Community College, Dr. Webb advances Waubonsee’s mission, shapes institutional policy, and works closely with Waubonsee President Dr. Brian Knetl to drive college priorities. Central to her leadership is RISE 2030, a bold strategic plan designed to meet the evolving needs of the community and the changing landscape of higher education. Represented by the acronym R.I.S.E., each priority reflects a core element of WCC’s mission and institutional commitments: Redefine our Relationship with the Community, Invest in Academic Innovation, Strengthen the Student Experience, and Enrich the Employee Experience. “My commitment to enterprise level strategy and organizational change underscores my desire to contributeto t he success of our college, our students, and the communities we serve,” Dr. Webb added. “This has been the cornerstone of my career for nearly 25 years.”
Dr. Webb’s influence and professional contributions have been recognized regionally and nationally. As a member of the Carnegie Strategic Advisory Council, Dr. Webb is working to help navigate the now and next of higher education. She is also an adjunct faculty member, a Peer Reviewer for the Higher Learning Commission, serves on the American Association of Community College Commission on Institutional Infrastructure and Transformation, is Vice President on the Executive Board of Directors for the National Council for Marketing and Public Relations, which serves community college professionals, and serves as Vice President of The Neighbor Project Board of Directors, to name a few. She is a recipient of numerous awards, including a YWCA Leadership Award in Communications and Technology, the Kane County Chronicle “Best Under 40” award, and an American Association for Women in Community Colleges 40 under 40 award. Additionally, Dr. Webb is a graduate of the prestigious Thomas A. Lakin Institute for Mentored Leadership and the League for Innovation Executive Leadership Institute. Dr. Webb has also been recognized by Jefferson Community College and Benedictine University as a recipient of their Alumni Awards. She enjoys giving back to the community in her role as a Quad County Urban League board member.
